Foxton Locks are ten canal locks consisting of two "staircases" each of five locks. The Grade II* listed Locks are the largest flight of staircase locks on the English canal system. The future of Foxton Locks and the relationship between this tourist honeypot and the village of Foxton was just one of the issues addressed by the Foxton Neighbourhood Plan.
Thanks to Planit-X’s support throughout the process, the Examiner recommended that the plan should proceed to referendum. Not only that, but all 20 planning polices were retained. On a 35% turnout, the plan successfully approved at referendum with a ‘Yes’ vote of 80%.
"The plan-making had to find ways to reconcile differences of view, in particular on meeting the housing needs identified with Harborough District Council in parallel to their own preparation of a new Local Plan. All such difficult tasks were approached with transparency and care..
The Basic Conditions Statement has … tabulated the relationship between the policy content of the Plan and its higher tier equivalents… The comprehensive approach to assessing the Plan content is impressive."
